SCR2 Consulting specializes in the concept design and management of projects for emergency services. Our specialty is working with Fire Departments to provide them peace of mind with their projects by supplying expert knowledge in dealing with realization of concepts, engineering design, and assuring that manufacturers products and services meet the operational requirements of your fire service. We have a team that understands the fire industry because they have been part of it as either executive management or vehicle and equipment providers to the industry. We understand what is required and we ensure that our clients are guided and advised throughout the entirety of their project to attain the result they envisaged during conception.   • In collaboration with your team we will create a concept based on your requirements. Utilizing previous experience, we will offer suggestions and options for your consideration to assist in facilitating the project.
  • Working with your designers (or independently if required) we would create a design that meets all the requirements of the project. Included in this process will be the interface with the engineering provider to ensure that the proposed design is fit for purpose.
  • Creation of the specification documentation for procurement and will be present as part of your representative team while the contractors and or manufacturers make their presentations based on the stated Scope of Work.
  • Throughout the tendering phase we will provide all technical input in relation to the documents and also provide technical clarifications on your behalf to the tenderers.
  • Provision of contract management services is critical and our team has both the knowledge and experience with fire facilities to ensure that the project is concluded expeditiously and in accord with the technical requirements and the original concept.

Andrew has 3 decades of experience in the construction industry and has for the last 20 years managed a range of large projects to successful completions.
Over the last 10 years he has moved to specialization in projects that are aligned with emergency services. He is currently completing a large Airport Rescue Fire Training Facility in the North West Pacific and from there has his choice of projects to move on to
Andrew has been part of a team that has bought together fire stations and fire training facilities throughout the Pacific region and his advanced skills and qualifications in project management ensure that the project is completed on time and to the highest standards.

Bill is a Professional Civil Engineer and Principal Project Manger with over 40 years experience in the design and development of many major projects across a broad range disciplines. For the past 19 years he has been involved in aviation project managing major projects ranging from multi-million dollar International Terminal Developments, Runway/Taxiway Rehabilitations and Extensions; ARFF Stations & Hot Fire Training Facilities (HFTF), vehicles & marine craft procurement; Cargo Handling and Freight Forwarder Facilities; Major Incinerator Facility; Rental Car facilities and Power Distribution Substation.

Bill brings specifically to the emergency services business his direct experience in the provision of new ARFF Stations at Pago Pago (PPG) International Airport and Fitiuta Airport and Fire Training Facilities at Pago Pago, Dallas Fort Worth, and Saipan International Airports.

Rory Ostick
Project Manager Safety
Rory has a plethora of experience in the management of safety and its interface to both construction and industry.
He has a long background as a saturation diver that inculcated into him the vital importance of maintaining a secure working environment and the absolute necessity to adhere to regulations created for the safety of all.
Since that time Rory has provided safety oversight throughout the Asian continent and is extremely familiar with work processes and construction standards in both China and Taiwan where he was an integral part of the Safety Team for Corning Glass’s factory construction projects
Rory is part of our team , his knowledge and expertise ensure that the safety level of the construction sites we manage are both safe and task-focused.
